Assuming you're not considering half or partial bars, it would be 3 bars a piece, with 5 left over.

A model can look similar to this, with 3 rows will 7, and one row with an excess 5:

Step-by-step explanation:

Write down the multiples of 7.

7 x 1 = 7

7 x 2 = 14

7 x 3 = 21

7 x 4 = 28

You can recognize that 21 is less than 26; but 28 is more than 26. This meaning that you can not use all 26 bars to split evenly, unless you're doing partial bars (which would be approximately 3.71415).

So, in order to split evenly, you need to give each person 3 bars, and don't give anyone the excess five.
