What three forces does Gandhi identify to be involved in the situation in India??

In March 1930, Gandhi sent a letter to the Viceroy Lord Irwin in which he among other things identified the British Government, Indian Party of Violence and his own forces of non-violence as three big forces that influence the situation in India. Gandhi’s commitment to non-violence could possibly be liked by the viceroy and that could make a starting point for their cooperation.
