appropriation will be restricted.The constitution provide the following spending limits
1 Debts limit which limit authorization of additional state debt.
2. Pay as you limit which require all appropriation to be within available fund.
3.welfare spending limit which provide fund to the needy .
4.Spending limit which limit the rate of growth.
