-9x + 2 > 18 OR 13x + 15 < = -4
-9x > 18 - 2 13x < = -4 - 15
-9x > 16 13x < = - 19
x < -16/9 or -1 7/9 x < = -19/13 or - 1 6/13
combine the ranges..
solution is : x < = -19/13
