Explanation: The social contract, according to Locke, provided that the citizens would obey the government, as long as that government worked to exercise the natural rights of the citizens. The mere fact that such a government is elected by will of the majority, provided that the government protects the inherent natural rights of the citizens, means that the moment the government ceases to do so, it can be replaced.

That is why citizens are obliged to obey the law and the government, as long as it works in their interest, not to neglect the government and look at their own interests, because in the case of a government that cares about citizens, those same citizens have a duty to respect the government.

All this again implies the exclusion of any authoritarian government, an unscrupulous government that itself determines what citizens need and what don't. It also excludes any authority on the principles divine mandate.
