Which state governor has the weakest appointment powers?

The governor of Texas is one of the weakest in the U.S. this is particularly true when we consider the governor's appointment powers. Unlike other States in which the governor is the highest elected figure of the executive, in Texas, the governor is only one of many high level elected officers.
