Political cartoons were able to show in images what many words would have been unable to do. This was especially important considering the target audience: people who were not participating in or benefiting from corruption.

This included the working class, people who may not have been literate or have had a high level of English. Showing corruption through cartoons was an effective way to help the message reach this demographic.
