It failed because C. . traits associated with leadership are culture-specific
Take United states and Japan for example. In general, people in united states tend to value a leader that are outgoing, extroverted, and a good public speaker.
The japanese on the other hand, prefer their leaders calm, collected, and took their time in making a decision.
