The process of allocating congressional seats throughout the 50 states in the United States is called "reappointment." In 1929, Congress passed a bill known as the Reappointment Act of 1929. The act combined pulling numbers from the US Census and a reapportionment bill. The purpose was to find a permanent method for apportioning the congressional seats.
