Why is the second option wrong? Because you still had to be Christian to hold public office, meaning that your religion still had a bearing on your ability to be in office.

Thanks to the way the colony was governed it became a prime spot for moving there since it had many pull factors for the time like religious and economic freedom as well as opportunity to get some land, start a business, the usual things that people wanted.
