Let's find the equation of this line, using the point-slope formula:

y-k = m(x-h). Subst. the givens, y-4 = (-2/3)(x-[-9]), or (-2/3)(x+9).

The equation of the line passing thru these 2 given points is

y-4 = (-2/3)(x+9).
