What best characterizes genghis khans rule over conquered people

Genghis Khan was a Great Khan who founded the Mongol Empire in 1206 by uniting multiple nomadic tribes all around Northeast Asia. After he formed his own tribe and ruled his people, he would often launch invasions on other smaller tribes in hopes of conquering parts of Eurasia. While successful, these invasions would often end in bloody massacres of the people who refused to join his tribe or simply fought back. I'd say his form of ruling would resemble despotism. Despotism is rule by an all-powerful individual, especially rising to power in cruel ways. While he wasn't known to be mean to his people, he was cruel in the way he integrated others into his tribe. Good question! :)
