y-y1=m(x-x1)
y+1=-1/3(x-4)

the slope of the given formula y=3x+5 is 3

a perpendicular line has a slope that is a negative reciprocal

so that would be -1/3, so the answer needs to have -1/3 in it, that leaves you A and D

the formula for point slope is y-y1=m(x-x1)

y1 = -1 and x1 = 4

so you get: y+1=-1/3(x-4)
