How did the federal government institutionalize racism during the new deal?

The Federal Housing Administration refused to insure mortgages in integrated .neighborhoods. During the new deal era, the government created this regulation which allows people to secure mortgages for the American people. But, the loan is a little bit harder to obtain if you're a minority with lower than average income.
