HF would be a weak acid but HBr is a strong acid.
In strong acid, 100% of the molecule will make ion form. This result in more H+ ion formed from those molecules, resulting in a higher amount of pH changes. In weak acid, only a part of the molecule will make ion form so the pH changes would be less than the strong acid.
