Qin Shi Huangdi was no peach as a ruler himself, and was very cruel to the people as well. In fact, three attempts to assassinate were made during his rule. However, he was a very strong and effective ruler. The shift in power following a very strong, autocratic ruler is often a dangerous time for a dictatorship, and this was the case for the brief Qin Dynasty. The people uprose due the cruelty, but also the ineptitude and disorginization, of the several leaders that succeeded Emperor Shi Huangdi.
