If you are solving for b:
-2.6b+4=0.9b-17 <subtract 4 from both sides
-4 -4
-2.6b =0.9b-21 <subtract 0.9b from both sides
-0.9b -0.9b
-3.5b = -21 <divide by -3.5
--------- ------
-3.5 -3.5
b=6
