During the second battle of bull run, Pope's Union forces tried to commit an invasion to the Southern capital of Richmond failed the operation and were defeated. Soon after their defeat, Pope's scattered Union troops clashed many times with Southern forces led by Major General "Stonewall" Jackson. This is his contribution to history - he successfully outmaneuvered and nearly destroyed Union force.
