The Reapportionment Act of 1929 fixed the total number of representatives in 435, although the Congress maintains the power to change this number.

Each state obtains representation in the House proportional to its population, with the right to a minimum of one representative. Representatives are elected by uninominal majority scrutiny in most states and with a non-partisan general primary with a majority second round in three states. The most populous state, California, has 53 representatives. Each representative is elected for a period of two years and may be re-elected.

Reapportionment Act of 1929 on the House Representatives limited the number of seats in the House to 435. It actually just adjusted the amount of sits, but the passed bill did not restated the requirements of the previous acts.
