The social studies teacher should draw a random sample from all the students in each grade.

Explanation:

The teachers will not be doing the activity, so their opinion is irrelevant. All boys in each grade targets a some audience and leaves the girl's voices unheard. All the students in the social studies club only represent a small portion of students who take the class. A poll of all the students in each grade will give the teacher the results they desire.
