A: Since AOC had given too much power to the states, the federal government ended up not being able to do basic things like collecting taxes. The Constitution allowed the power to be balanced and separated out so that other branches are able to veto laws that are unfair and to call out a branch if the act unfairly.
D: Same thing here. It gave more power to the federal government, but still gave some to the states so they can manage things the federal government doesn’t need too.
