Best Answer: for a better transformation of country there should be change in its people... people who always try to perform their duty and who always strive for a better and good result.. who aren't greedy for others property and so on.
And what i feel is what ever changes you make to the law, it comes out with a loop hole,
what ever restrictions you sanction against a powerful leader he escapes with his influence on officials
and this list also keeps on unending
So i feel trying to change mindset of people makes a country run smoother and better
