13/36 and 4/9 are proportional, because 4/9 x 4 is going to be equal to 13/36 which mean they are proportional.

They are proportional. You can actually change 4/9 into 16/36 by multiplying 4/9 by 4. 4 times 4 is 16 and 4 times 9 is 36.
