If the roads leading to an arena can together handle 3,500 vehicles/hour of arena-only traffic, at what time should the roads be closed to other vehicles to ensure that the projected 14,000 vehicles can get to the arena for the 7 p.m. start?

In this question, the road capacity is 3,500 vehicle/hours and the number of vehicles that projected will enter the arena is 14,000 vehicle. Then, the time needed for those vehicles to enter the arena would be:
14,000 vehicle/ (3,500 vehicle/hours)= 4 hours

If the event starts at 7 p.m. then it should be close before: 7 p.m.- 4 hours= 3 p.m.
