Yes, electron orbitals are filled from the inside out.

You can imagine this, as, just say, a school campus with apartments around it.

The school campus would be the nucleus of the atom, and the apartments would be the orbitals. The students (in this case electrons) would of course want to stay in the apartments closest to the campus, so it's easiest for them to get to school.
