Why is it a problem that Congress had no power to levy taxes or regulate trade.

Because without taxes, how would they get any money? They could sell, stuff I'm sure, but if they couldn't regulate foreign trading, then the citizens will just buy from foreigners instead. Congress has no way of earning money.
