Ax^2 + By^2 + Cx +Dy + E = 0
radius = 3
standard form of the circle is
(x-a)² + (y-b)² = r², where (a,b) is the center, and r the radius
(x-0)^2 + (y-4)^2 = 9
x^2 + y^2 - 8y + 16 -9 = 0
x^2 + y^2 - 8y + 7 = 0
A=1, B=1,C= 0, D= -8, and E = 7

answer is
C.A = 1, B = 1, C = 0, D = -8, and E = 7
