Write the rate as a fraction and then reduce it:
(1/6 pair of jeans) 1 3
------------------------ = --- * --- pairs of jeans per hour = 1/4 pair per hour
(2/3 hour) 6 2

Divide the number of pairs of jeans by the time.
(1/6)/(2/3) = 1/6 * 3/2 = 3/12 = 1/4
He can sew 1/4 pair of jeans per hour.
