We are told that the cost of printer paper is $10 and the cost of lines paper is $12 if the total cost is $490 we can express that mathematically as:

12l+10p=490

We are also told that the total number of paper is 45 reams, this can be expressed mathematically as:

l+p=45

Therfore, the system of equations is:

\begin{gathered} l+p=45,(1) \\ 12l+10p=490,(2) \end{gathered}
