Wellll, technically the floor wouldn't be "clean" as you would have to actually rub in the soap or actually move the soap around enough to remove the dirt from the floor. So technically the soap just gets dirty from the floor. :)

The soap is dirty, since most of the floor is not touched by the soap (only a small fraction), and just because there is soap on the ground does not mean it is clean. Therefore, the soap is dirty
