The answer is uplifting.

When answering questions like these, you have to find which answer is most correct. While encouraging could be a correct answer, it is not the most correct answer.

"God is with the just", "The chick....will eventually crow", "No matter what...It will overcome". The author is lifting up the readers so that they believe in themselves. He is encouraging them, but his tone is uplifting. The author's attitude toward the writing is uplifting, it is how he feels about the subject.
