this isnt college its 8th grade but the answer is Rachaels unit rate is 2.80 and kevins is 3.20

Rachel's unit rate is : 2.80
Kevin's is: 3.20
( you simply divide the dollar amount by the rolls of tape-- 33.60÷ 12)Therefore, Kevin's is greater than Rachel's.
