The question asks What is the MAXIMUM number of sodas you can buy with one popcorn for $15. Therfore, you want to spend less than or up to the $15. So, the equation would be < or = to $15.

Next, complete the equation. ..

2.5x + 3.75=15
2.5x=15-3.75
2.5x=11.25
x=11.25/2.5
x=4.5


Since you have enough money to only buy 4.5 cans, can you buy 4 or 5? HINT: it cannot be more than 4.5.
