The equation for a circle is
(x-h)^2 + (y-k)^2 = r^2
(-3,6)
-3 is h
6 is k

(x+3)^2 + (y-6)^2 = 10^2
10^2 = 100

(x+3)^2 + (y-6)^2 =100
The answer is B!
