We want to use the quadratic formula to solve
4x² - 3 + 9 = 2x + 1

Move all terms to the left.
4x² + 6 - 2x - 1 = 0
4x² - 2x + 5 = 0

Compared to ax² + bx + c = 0, we have
a=4, b = -2, c = 5.

Use the quadratic formula.

x = (1)/(2a)[-b \pm \sqrt{b^(2)-4ac} ] \\ = (1)/(8) [2 \pm √(4-80)] \\ =0.25 \pm 1.0897i

Answer:
0.25 + 1.0897i and 0.25 - 1.0897i
