I think the answer would be C because the federal government could ask for help from other states, but the other stated could refuse.

This is because, under the Articles of the Confederation, the states are not unified under one leader. Aside from that, they do not collect taxes during this time. Even if the federal government would raise the issue, many states would possibly say No. Aside from that, there were many states were suffering from economic disorganization.
