The answer to this question is Antifederalists and states' rights advocates did not want a federal judiciary enforcing a uniform judiciary.
If a federal judiciary has the capability to enfoce uniform judiciary, the federal government will basically have unlimited power to run the country. The anti-federalist wants the power to be held by the private citizens, so they fought for this cause.
