noon to 3 that is a 3 hour diffrence 40 miles in an hour and 60 miles in an hour that will be a 20mph difference.

The distance that was traveled by the first train is 40
The distance by the second is 60 it started 3 hours late

40t=60
40t=60180
20t=180
t=9
The second train will catch up at 9.00 pm
