Explanation:

If x represents number of miles than $0.59 per mile fits in with that x. This would make it $0.59x.

As for the $275, its stated in text plus $275 so that would make it

$0.59 x + $275.

With this we can see its c = $0.59x + $275.

This was my way of thinking of how I looked at the text, I cant confirm if the way I explained it is correct.
