to find the equation you need any two points on the line
let us pick (0,-2) and (1,1)
we can find the slope

m = slope = ( - 2 - 1)/(0 - 1) = ( - 3)/( - 1) = 3
using the point-slope equation
(y-y1)=m(x-x1) so choosing either of the points i will pick (1,1)
y-1=3(x-1)
y-1=3x-3
y=3x-2 which is b
