according to the third amendment, when can soldiers be quartered in citizens'homes against the citizens'wills?

I studied the amendments in summer school, so I remember what this is.


No soldier shall, in time on peace, be quartered in any house without permission from the owner, nor in time of war, but in a manner to be prescribed by law.
