It could be said that temperament is present since birth and it develops during life. A reference to the term might be Sigmund Freud because he was the first one to refer to personality development. His theory is based on the idea that children are born with biological drivers that need to be satisfied to ensure personal survival. He mentioned three mental structure; the id, the ego and the superego. They would develop to create individual personalities.
