You need to calculate 7% of $18 and add to $18.
7% of $18 =
= 7% * $18
= 0.07 * $18
= $1.26
The sales tax is $1.26
$18 + $1.26 = $19.26
Since $19.26 is less than $20, she has enough money.

You could find the final cost of the DVD with tax by multi. $20 by 1.07:
1.07($20) = $21.40. Unfortunately, Torrid does not have enough $ to buy this DVD.
