Since p is the cost of h hats, the output is the p and the input is h.
p=?h

Now we find the slope by using m=(y2-y1)/(x2-x1) and points (2,13), (4,26)
m=(26-13)/(4-2)=13/2=6.5

OR using the proportionality constant since y is a direct variation to x
K=y/x=13/2=6.5

Solution: p=6.5h
