\begin{gathered} \text{Jen ran }(3)/(4)\text{ miles in 18 minutes }at\text{ 9am} \\ \text{That means she would run 1 mile in }(18)/((3)/(4))=\text{ 18}*(4)/(3)=24\text{minutes} \end{gathered}
\begin{gathered} \text{Jen ran 2}(1)/(4)\text{miles or }(9)/(4)miles\text{ in 27mins at 6pm} \\ \text{That means she ran 1 mile in }(27)/((9)/(4))=27*(4)/(9)=12\text{minutes} \end{gathered}

Therefore, the two events are not proportional because

At 9am, she would run 1 mile in 24minutes, Whereas

At 6 pm, she ran 1 mile in 12minutes.
