The answer is: B. by increasing the tread on his or her tires

To create larger friction, the component of the tire need to be able to provide larger force on the opposite direction of the bike's movement direction. Increasing the tread on the tires would provide larger force on the surface of the road whenever the cyclists hit their brakes. This would make the tire to stop much faster compared to tires with minimum amount of trades .
