Answer: No, the reserves are meant for emergencies like in wars and depressions, not times where supplies are short. Having the prices at the gas pump be super high really sucks but it will be short lived. In a few years the price of gas will go back down to where it was originally. There are other ways to fight the shortage of gas than tapping into our reserves. This is a controversial claim so don't use this on your project if you don't agree with it but, the government needs to hand out the permits its with-holding from oil companies. Under the Trump Administration, oil companies where given out a lot of permits to drill. This in turn brought the prices of gas down. Now with the big push of EVs and renewable energy sources under the Biden Administration, drilling permits are being withheld. Even if you don't like oil being drilled because it ruins the environment or it makes horses jump to the moon, oil needs to be drilled a little bit longer until the supply shortages are over with.
