Harold says that hitting his sister is wrong because he will be punished if he does. harold's reasoning reflects which level of moral development?​

Harold’s reflects the preconventional level, or the first, of moral development. Where a child knows what is right or wrong. (Not really positive it is true on the last sentence, but the first is correct.)
