Solution of inequality is determined by the fact that if the given point is in the shaded region of the graph or not . Dotted line in the graph shows that any point on that dotted line is not part of the solution . So here all those options which have the points in the shaded region but not on the line are solutions .

Therefore only C (0,0) is the correct option .
