Why does the democratic-republican society insist on the centrality of "free communication of opinions" in preserving american liberty?

"Free communication of opinions," or freedom of speech, is considered a human right because the US government doesn't have the legal authority to police which opinions are or aren't allowed, so long as the opinions do not incite violence against others or in any way negatively impact other's rights and freedoms.
